Project Overview:

This site was sold by Santee Cooper to Refuel as the first lot in a large future development area. The side roads were already installed around the site, which required careful daily operations to avoid damaging existing infrastructure. Some site lighting and electrical were already in place along the road, forcing a last‑minute redesign of the sewer layout with the engineer.
Surveying also became a challenge, as at least three different surveyors had worked in the area over the years. The data on the civil plans did not align cleanly with the existing bike path, roads, and curb that were installed before JWC broke ground. JWC’s Ridgeville sitework experts collaborated closely with the general contractor and Santee Cooper to confirm the correct survey information so the parking lot and utilities were installed in the precise intended location.
Details from the geotechnical report, combined with potholing, showed that nearly 5,000 CY of muck and backfill were required to create a stable, high‑quality surface for the building and parking lot. 

Challenges & Details:

Three to four feet of unsuitable soil were found across structural areas through geotechnical testing and observation. A large volume of muck and backfill was needed on short notice to build up proper building pads and keep construction moving. JWC developed and executed a plan to move material in and out efficiently, minimizing impacts on the rest of the site’s progress.

As the first lot sold by Santee Cooper in their broader development plan, this project served as a visible anchor and starting point for future work. Keeping the site clean, orderly, and on schedule was critical, and JWC helped showcase the Camp Hall area to future developers throughout the project.
