Project Overview:
Our client, a growing development firm, is building more than 500 homes across multiple phases. As part of this effort, they launched a new phase of the Carolina Groves community in partnership with JWC. This phase includes full sitework, grading, and utility installation in Moncks Corner, covering water, sewer, and stormwater systems, and requires tight coordination with multiple contractors on a demanding schedule.
The 39‑acre site sits on former nursery property along the east side of US Highway 52 near Moncks Corner, SC. At completion, the community will feature four new roads and 136 homesites. Grading is extensive, with more than 100,000 cubic yards of earth moved to achieve the design elevations. Approximately half the site had to be raised about 4 feet while the other half was lowered 3–4 feet, creating balanced grades for lots, roads, and drainage.
The project also includes excavation, grading, and stabilization of three new ponds totaling about three acres. County requirements called for stabilizing the pond slopes before utility work could begin. JWC worked with the developer to evaluate options and ultimately selected a combination of temporary irrigation and permanent sod as the most cost‑effective way to achieve a durable, attractive result.
Protecting adjacent wetlands was a critical priority throughout construction. JWC maintained all required SWPPP measures while work progressed across the large site. The project also involved a 20‑inch jack and bore at depths between 18 and 20 feet, installed beneath a culvert and existing ditch to connect the new deep sewer line to an off‑site manhole. In addition, a 30‑inch jack and bore spanning 180 feet under Highway 52 was constructed to tie the new community into an existing 12‑inch water service.
To handle increased traffic generated by the new neighborhood, SCDOT required several new turn lanes. In partnership with Truluck Construction, JWC built these improvements, including widening Mt. Pine Road at Highway 52, a northbound Highway 52 deceleration lane onto Verbena Way, and a southbound Highway 52 turn lane into Verbena Way. Planned berms along Highway 52 will be finished with a walking and biking path that will connect to other phases of the broader Carolina Groves project.
Challenges & Details:
Site challenges included moving more than 100,000 cubic yards of dirt and materials directly on and off fast‑moving Highway 52 while keeping the roadway clean and safe in accordance with SCDOT standards.
