Project Overview:

Let’s delve into the background of Refuel Markets, starting in 1998 when Mark Jordan, a Citadel graduate, returned to Charleston with a newfound passion for the fuel and convenience store industry. After successfully establishing his first convenience store, he sold it in 2005 to the Pantry. In 2008, Jordan founded Refuel as a platform for innovation and growth, emphasizing high-quality, strategically located stores with a focus on customer loyalty through exceptional service, appealing environments, and locally rooted food offerings. Refuel has since expanded to over 220 company-operated locations in the South Carolina, North Carolina, Mississippi, Texas, and Arkansas markets, completing 17 acquisitions since 2019.

In January 2022, Refuel received a substantial $511 million capital infusion to support further acquisitions. The company’s acquisition-driven “buy-and-build” strategy aims to secure over 170 additional convenience stores in the Southeast.

This brings us to Refuel Market #1061, strategically positioned at the intersection of SCDOT highways Orangeburg Road and W. 5th North Street (Hwy 78). The site benefits from a prime location and improved access with new SCDOT lane widenings and entry/exit connections. Notably, the site features a well-engineered 12′-15′ deep detention pond with concrete foundations and CIP walls, designed for longevity.

The primary focus of constructing Refuel Markets is swift operationalization. Achieving this goal requires a collaborative effort, with the general contractor, Walker Engineering and Construction (WEC), overseeing multiple subcontractors. James White Construction, LLC has been specifically chosen as the site work and underground utility subcontractor for past, ongoing, and future local Refuel Market projects.

Refuel Market #1061 marks the fourth consecutive local Refuel Market under construction by the Walker Engineering and Construction-led team. Two more Refuel Markets are scheduled to begin construction in mid-2024. The cohesion of this team, honed through previous projects, has been pivotal to their success, emphasizing aligned schedules and open communication throughout the Refuel Market projects.
